Default Water inside the tailgate but not in the boot

There's no water or damp inside the boot of the tourer but when I lift the tailgate to horizontal after rain or washing, water runs out from the side of it, around the broad plastic trim near the bottom.

The 3 holes at the very bottom of the tailgate (presumably drain holes) seem to be clear.

Sounds a daft question even as I type it but is it normal for rainwater to run into the tailgate (with the expectation that it will drain out of these holes)?

How do you get access into the the tailgate cavity? There are 6 screws at the very bottom near the 3 drain holes, all fairly corroded. I've managed to extract and replace 5 but one is sheared. With these removed should the plastic trim be removable?

Any pointers much appreciated.
