I reckon it is perfectly possible to get it spot on, and not with washers either.
It will take a few attempts but I believe it is primarily an exercise in getting the slam panel at the the correct height . The slam panel is clamped by the bolts that hold the alloy bumper crush bar so is free to be repositioned slightly if the bolts are loosened off |

My local garage..(owner is a 75 owner) says that the best way is to get the bumper built up and resprayed...they have yet to see a decent fit...

Coming back to this thread, I adjusted my slam pannel not so long ago. Although being a pre-facelift the gap wasn't excessive I have now been able to pull the front up to make the front end asthetically pleasing (ie without a huge gap).
