Default O/S/F seat belt

The belt height adjustment cable got accidentally 'pinged' off its seat anchor a few weeks ago when I had to remove the seat (forgot to release it first....!) and made quite a racket in the process plus the seat belt retraction is now sluggish and makes a rasping sound.
It's annoying apart from anything else so it's got to be addressed and I guess all the gubbins is behind the B pillar trim - must I disconnect the battery 30 minutes minimum before working in this area and do the fault symptoms sound familiar to anyone - and any tips to help removal/replacement etc.?

Hi John.
No need to disconnect battery, maybe the wire has come off the wheel see photo below.

The side panels are only pressed on so a little tug should remove them, take no notice of the seat belt being removed in this photo.
