Jordan already beat me to it, but it is indeed a fallout remover (not a wheel cleaner). 9 out of 10 these days are pH neutral. There is only a very small exo-thermic reaction which causes a very local (microscopic) pH change. But almost immediately changes back to pH neutral because it's designed to neutralize itself.

But even a acidic or alkaline don't have to bad for the wheel. If proper surfactants are being used, you can have a very low (or very high) pH cleaner that works awesome. Dodo Juice Mellow Yellow is one of those products.

Because fallout removers aren't very cheap, and you easily need to use a bit more, it is advised to clean the wheels with a proper wheel cleaner. After you have removed the grime, you can use the fallout remover to dot the I's and clean it thoroughly.

9 out of 10 products are safe to use on wheels as well as on paint.
Some of the fallout remover (such as dragonsbreath and ferrous dueller) also remove tar.

And the pretty much all stink very much , it's what makes them work .
