Default Another key question re VIN

If you buy a new key from a Rover parts supply place, they ask for the VIN. I'm confused as to the relevance of the VIN as the key needs to be programmed anyway? My only thought this is for the remote locking capability, and that only a certain 'series' of remotes work with a particular car?

The security details of the car as built are held by BMW, and they will be able to supply a key with a security transponder that will start the car from stock.

Remote central locking is handled separately, and this is the part that needs to be programmed by the dealer

Also a key supplied to VIN will be pre cut to fit the original locks. I did the opposite and had a new steering column lock supplied manufactured to VIN and saved having separate keys.
