If you've not got an underbonnet fuel pump and have the extra IAT in the intercooler top hose then it's OBD2 compliant, if you have an under bonnet pump and no IAT it's OBD and most code readers will only give limited info.

Well it reads/displays error codes and can clear them

the first Issue i had with check engine light illuminated was due to a failing catalytic converter - correctly identified with the reader i have

And, recently helped me to diagnose a slipped timing belt - first showing a misfire in cylinder 4.....then a misfire cylinder 3........then random multiple misfires ........

Does what I'd expect I don't expect it to be as comprehensive as a T4

My ZT 190 was built in 2001. Would it be OBDII compliant.

TOAF would be the cheapest option, but it comes with some bugs that are being worked on. Also allows more indepth features such as connection to different modules that bluetooth OBD doesn't work with

PSCAN costs a bit more but covers more of the MGRover range and is still being updated with new features.

If you're in Preston you're more than welcome to use my equipment if you just want error codes read off?

How about a facelift with under bonnet pump and the sensor in the top intercooler hose? ODB2 compliant ?
