Default Conformity certificate

I've bought a Rover 75 CDTi facelift, seafrost blue, first registration
Belgium 01/01/2005.
But the conformity certificate is in Italian, with a Belgian stamp on it from the technical inspection in Antwerp.
Me being a Belgian, living in Belgium, having bought the car from a Belgian garage in my neighbourhood, with the knowledge that the previous owner was a Belgian from my neighbourhood, I am just wondering why the certificate is in Italian ?? I can't imagine that Rover mixes up my dear country with some other, far far away...
Somebody knows about these things ?
I'm rather enthousiastic about my car, so I just like to know as much as possible from it.

Probably what we would call a parallel import. Ordered in Italy for a tax saving then registered for first use in Belgium.

Ok, I'll settle for that, although someone could suppose that these documents should be in English, regarding the factory and the brand were both located in England.
Thanks anyway.

I bought a new 75 left hand drive in England which was part of a cancelled French order and the certificate was in French. Presume it can only be done once and is in the language of intended importation rather than the actual. Because it meets the European standard it can be used anywhere.
