Yep, that is the Epynt or Sennybridge ranges and that clip is probably part of the GB rally, I think.
There is also another competion that is held over a weekend in the summer and is open to anyone and their cars. It's basically a one mile up hill timed race on the steepest stretch of road on the UK mainland. Now that is a completion to either watch or participate in And some beautiful motors in attendance
