This is all down to what they ave used to fit tyres, ultimatly a refurbed wheel is no different to a new wheel and with new tyre it should not slip otherwise every new car on the road fitted with alloys would have your problem. Smart money says they used something with oil/grease in it (not good) Get the tyres removed cleaned off and refitted with a small amount of tyre soap, rebalance and hey presto i am sure it will be sorted. One last thing are they balancing both sides of the wheel or just one side (static balance ) if its the latter that can also be a problem. Hope this helps. Paul

Well refurbed wheels can differ to new ones.
Depending how much of the rotted rim has been machined off there could be a tolerance issue

ie:
Rims now slightly undersized with tyre a beading which might be on the slack side.
