What is the name of the clamp?

Think of a polo mint and you are looking through the hole.

At the bottom of the outer polo mint ring is a hinge, at the top of the outer polo mint ring a "nut and bolt"
or perhaps a nut and bolt at the top and bottom similar to a suspension clip as seen here :-
