The point that everyone is missing is that whatever caused the fire there was nothing in place at this site to quickly alert the fire service when the fire started.

It wasn't until the fire became very well established that it was spotted most probably by a third party.

If there had been someone on site to monitor the CCTV or doing security rounds on site then it could have been tackled quickly without the risks and costs that this fire involved.

There has been 15 Fires this year in the Midlands alone at similar waste recycling sites.

Personally I think there should also be Legislation in place to regulate these sites and make sure they are monitored and that they are managed effectively.

Chinese lanterns may be a potential problem but bored kids and a whole host of other causes could easily have led to the same situation in this case.

There is legislation to combat this sort of thing. It's called the regulatory reform (fire safety) order. Unfortunately, the people who are supposed to enforce it (fire and rescue service) have a) had their funding dramatically reduced, and b) don't actually know what they're on about a lot of the time.
