On 10 October 2003, effective from 1 February 2004, the UK acceded to the 13th Protocol, which prohibits the death penalty under all circumstances, so that the UK may no longer legislate to restore the death penalty while it is subject to the Convention. Here's where i stand. If it can be proved beyond any doubt that one person willfully murdered another then they should be hung no question. And i am sure that the same could be applied to other crime's. It would act as a deterent would lesson prison numbers and would save the tax payer millions..
