Default Heater Problems

I have a 2004 1.8 with climate control. The control panel lights up when I switch it on and you can alter the temp and all the posistions but the heater does not work. Is it likely to be the motor or the reastat. Any Ideas

More than likely a blocked matrix or jammed valve.
