The correct torque required would depend on if the bolt was used, condition of the threads, if any lubrication was used and also the grade of bolt.
http://www.norbar.com/Portals/0/down...ValueGuide.pdf There's also a couple of useful calculations in there to determine how to adjust the torque figures to allow for lubrication and different coatings on bolts. Bottom line is unless new/very clean correct grade bolts are used with the correct threadlock (if needed) then although the manufactures recommended torque figures are applied then the chances are it won't be 100% accurately torqued anyway Russ
