That's a bit extreme - I wonder how they arrived at that figure (assuming it's true).

I thought 10 years would be around the limit, if set, as I understand that’s what’s specified for vehicles greater than 1.5 tons.

Fairly recently I bought a Rover 25 with a 2004 Michelin amongst 3 other recent tyres. The Michelin was the age of the car (15 years) and had about 4mm of tread and did not appear to be viably degraded. It got through the MOT after I’d done a few things on the car, but I was uncomfortable with such an old tyre so I decided to change along with another tyre had worn down to < 2mm tread.
The tyre fitter just did not get why I was charging that tyre, even after I’d told him a second time and shown him the date code. He kept on suggesting another tyre was changed as it had less tread depth. In the end he looked at me as if I was nuts and changed the old one!

Interestingly, Michelin also recommend leaving tyres on until they get down to the legal minimum of 1.6mm.
Most other manufactures say they should be changed at 3mm. There is an article here

It's at a consultation period. https://assets.publishing.service.go...n-document.pdf
The Intro to the above document summarises the intent and scope: "Our intention is to introduce legislation making it an offence to use tyres 10 years or older on certain vehicles. This is to improve road safety for all users. Our current focus is on heavy goods vehicles and larger vehicles used to transport passengers. We are also considering if it is appropriate to extend this legislation to taxis and private hire vehicles, and how to enforce the requirements for these vehicles. The vehicle types included in our proposals are heavy goods vehicles (category N2 (over 3.5 tonnes but not exceeding 12 tonnes) and N3 (over 12 tonnes), heavy trailers, including semi-trailers (category O3 (over 3.5 tonnes but not exceeding 10 tonnes) and O4 (over 10 tonnes)) and buses, coaches and minibuses (categories M2 and M3). The full definition of these vehicle categories M, N, and O, which are based on EU Regulations is available at: https://www.vehicle-certification-ag...categories.asp We are also seeking views and evidence on extending the ban to taxis and private hire vehicles. We are not including cars, motor caravans, trailers (3.5 tonnes and under) or caravans (3.5 tonnes and under) in these proposals."
