Default How to find the owner of a Reg Number?

This is a real long shot I know, but is there a way to find the 'owner' of a car's registration number? I know that in the past, some members of HM constabulary were able to do this, but not any more.

I was followed by a car a while back in our local town with an absolutely perfect reg number for my MG, and I was watching through my rear view mirror to see where the car went. But during a fraction of a second while looking forwards, it turned off and I've not seen it since.

I would like to ask them if they'd be willing to sell the number, but how can I contact them? Frustrating!

Contact DVLA Swansea
for a nominal fee they will provide details of name and address of owner

I'm sure they only only do this if 'you have good reasons' e.g. are a parking management company, or have been hit by the other car.

I don't think they give out details to private individuals without proof of an accident or something like that - but I could be wrong. Probably doesn't hurt to ask.

They certainly used to do it.
If you consider non criminal offence e.g civil cases eg trespass this was to allow you to pursue your case etc

If you fill in a form and send DVLA a fiver, they will send you a microfiche copy of each V5C for that car......but you must have a legitimate reason ( ie current registered keeper etc)

Thanks everyone. As I don't have a legitimate reason for asking DVLA for the owners address, I guess an advert in the local paper is best option. This is assuming they actually live or work in this area, and weren't simply 'passing through'.
