I have 2 cats (well the wife does) and i think cats make rubbish pets. If i'd wanted a pet that ruins furniture and you only see it when it wants to eat then i'd adopt a teenager.

With regard the fire escape idea, i saw on the "my cat from hell" tv show they had an outside balcony for the cat made from what look like plastic pvc pipe and netting. Looked similar to a cat version of the kids soft play centres. Might be worth looking into something like that.

I can see three problems with us having a cat, two of them being small and hairy ("the children") and the other being the amount of open land here, mining museum and woods around us and seashore opposite, we'd never see the cat again if it got out.

You could always install a lift Jay

Or get it a James Bond rocket kit

The cat above unfortunately has devoured Jeffs sprouts

All the happiness that used to be

Soon I'll find repose
And in dreams, you're always near to me

I'll see you in my dreams
And then I'll hold you in my dreams

would it be easier rather than the rotational method to have simple, side to side steps in a box section? not sure which would be better for the cat.
Or how about just putting a slide down and a long stratch post to get back up
