Default Rover 75 1.8 Saloon climate control

After 36 months of semi-retirement, my trusty 1.8 has been pressed back into service while my V6 awaits a new windscreen. One thing I've noticed (in addition to quickly remembering that the a/c compressor needed replacing) is the the climate control has developed a rather quirky personality in the last 36 months. In short, the blowers work jsut fine but negligable heat is produced unless the zones (either or both) are set to 'high'. Once set to high, there is enough heat to keep me toasty during a Siberian winter, but up until then next to nothing. Any thoughts?
