Default Handbrake imbalance

Car failed MOT on this, the driver side is working great but passenger side has about a quarter of the power.
I did manually adjust the brakes myself using the adjustment through the rear hubs but I could only jack each side up seperately so maybe the passenger side wasnt adjusted enough.

I know of the weakness of the 75 design but would that cause the imbalance or should I be looking at new handbrake shoes etc.
Car has done 188k miles
