Do they train them to become 'Jobsworths' or is it a prerequisite to getting the job?

I saw that. Couldn't believe it. What a set of morons. I bet they got a good kicking though as the council quickly withdrew the ticket and apologised. Trouble is councils don't actually "do" anything these days and contract everything out to target driven nobody's out to make a fast buck. I think her dad was there. If it had been me I'd have lamped them. Then I'd have been in the news!

It's actually sickening that someone would even think this is an acceptable course of action. She's 5 years old! It's not even common sense, it's just common decency.

Sure hope someone got fired for that blunder.

Five years old and wanting too give people a drink on a warm day what's wrong with that.

The council showed be shamed of them selfs.

I always thought a minor could not be prosecuted !!....This country amazes me when i see what people get away with drugs and assaults but they fine a kid that is doing no harm.

Did you also read that 4 (FOUR) of these jobsworths approached the girl? They are probably not directly employed by the council but the "service" is contracted out to some other company who probably pay them peanuts, do not train them properly and have target driven financial incentives so they can top up their pay by issuing tickets in this way. Thats the way it works now I'm afraid. Councils employ few people who actually do anything these days and contract most "services" out.

four enforcement officers approaching one 5 year old girl.

All four employed to do a one-man job, all stood around with nothing better to do

the council at its best in wasting everyone's money as usual.

I would have marched all four down to the local nick in-fear of their safety, otherwise I would have clobbered them.
