But I have a clear idea of what to do and although I am grateful to all and maestro Klarzy especially, I'm not quite sure we're there yet. But I'll need to put my money where my mouth is of course - and let the public decide lol!

There are two offences around VED.

1, not having any - which is prosecuted by the DVLA; and
2 not displaying a current disc - which is prosecuted by the Police/CPS

The second of these offences will cease to exist, so there will be no requirement after the switch-over date (currently Oct 2014) to display any VED disk whether still in date or not.

What is interesting (and profitable for HMG) is that you will no longer be able to pass on unused to to a new RK. You can still claim unused months as now, but the new RK will need to tax it from day 1 of ownership. So potentially, DVLA will get 2 payments for the month of change of ownership

I personally can't see them passing up the opportunity to increase VED, claiming an increase in administration costs (a la 10% increase for buying 6 months instead of 12)

That's not an increase in VED; that's an increase in the purchase/administration. cost (like using a credit card or buying 6 months at a time)

One of these days, it might be interesting to see if this can be challenged -like Councils cannot charge a premium for paying PCNs with a credit card since the penalty is fixed by statute.

However, reading through the Finance Act is soporific at best
