Default Adjusting Manual Seats

I've spent the afternoon getting nowhere with this... perhaps a wider head than mine can help?

When I pull up the lever on the side of the driver's seat, it no longer pulls the cable sufficiently to make the bar under the seat move and release the catch. This means that if my wife and I are sharing the driving, I have to get out and try and pull the bar sufficiently to allow the seat to move forward.

I undid all the retaining bolts and moved the seat to a position that I could see it but had assumed it would be a bit like a bike brake cable and I would be able to pull through some excess and then tighten it all up. It didn't seem to be like this at all.

What should I be doing ?

(As an additional question, can I just take out the electric seat I have in my donor car and plug it in? There seem to be a few unused plugs down there.)
