Tourer Center Rear Seat Belt
I am writing this for my other car, Rover Tourer 2.0l. The centre seat belt has become stuck and cannot be pulled out, I assume the tensioner has packed in or something!
Haynes manual states not really a DIY job but any ideas on how you get to it or a quick fix to release the belt? thanks

The centre rear belt is part of the seat, and as such if you want to get to the belt it involves removing the cover and foam, not a job I recommend.
The most likely cause is the button that stops the buckle sliding down, the belt, is stuck under the plastic trim on the top edge of the seat. The other trick is to release the seat back and tilt it slightly whilst pulling the belt, it takes sometime but you should be able to release it.

Had the same problem with my saloon front passenger belt. spent 3 days looking for one, went to remove it to swap for a replacement, to find it worked as normal, never found the cause, worked fine ever since.
If you can get to the anchor bolt under the seat and remove it, passing the belt further into the inertia assembly may unlock it.
