Smile Rover 75 bulb failure indicater light

Is it an m.o.t. failure if the yellow indicator is always on?

Don't think its a failure but may result in an advisory. Why not just investigate the cause and get rid of it.

Fog lights aren't monitored by the canbus system, so don't trigger the fault Except the rear, safety issue
