This has been on watchdog etc,the advice given is to ignore them,and throw them away.

Just ignore them Andy.
I had some fun and games with CP Plus last year, it got very amusing as I knew they had nt got a legal leg to stand on. I threatened them with court action as they were wasting my time, never heard nowt since |

Yes, it has to a certain extent. The POFA 2012 is an ACT which allows recovery of parking charges as such is enforceable by the courts. It does seem that the OP is very concerned and not one to allow things such as these to either escalate or 'go away' Therefore I suggest they read through the MSE link already provided and address this in the recommended way.
