Some manufacturers have this option built into the ecu already. Restricted a few transits to 60 mph in the past

My New Vauxhall ashtray has something similar, I reach a desired speed and press a button, this sets the maximum speed the car will do. Ideal in 50mph roadworks on the M25, the car sits at the set speed unless I deactivate it or plant my right foot to the floor.

I think exceeding speed limits should be compulsory! It keeps people wide awake, paying max attention, and a fair amount of adrenaline pumping..

Certainly can, fear of speed cameras and accompanying fines and points keeps a many drivers speed down. We have such a set up here, uphill and downhill stretches of dual carriageway with 30 limit in what looks like a 40 zone, reported this week to have raised £1.3 million pounds in fines in past 3 years!

Default Control or warning?

The Daily Torygraph reported this as control overide rather than a warning alarm. Compulsory warning chimes as a start would be fine. ECU taking over the revs and applying brakes via the ABS sounds just scary. Compulsory increasing of manufacturers 0 to 60 mph times eg 10 seconds and limiting top speeds 100 mph on OE new models seems more sensible imho etc.

Prosecuting 3 (well certainly one!) well known persons for encouraging excessive speed and acceleration might also be as effective.

Yeah but thats the Telegraph, they are not much better than the gutter rage Mail for sensationalising things that enrage middle Englanders.

would you be referring to the Top Gear chaps by any chance?

also I'd end up ripping out the speaker that made the warning chimes if they couldn't be turned off as they'd do my head in

MG Rover must have had you in mind, set at almost any speed with 10mph increments from 30 - to 70 and beyond to "am afraid you've lost your licence Sir" have the alarm sound and STOP sign appear, or switch off completely as you prefer!

Tis'nt cruise mate, it has that too, Its just a limiter on what speed the car will do, I can relax the accelerator and slow down if I wish but when I reapply, as long as I don't floor the pedal the maximum speed it will do is whatever its set at.
