Fuel dosing pump supply pipe, with a metal pin acting as a bung.

It's the standard very corroded plate and plastic pin assembly that blanks off the fuel burning heater pipework when the FBH isn't fitted.
Looks like the end of the plastic pin has snapped at one end.

The dosing pump for the FBH fits between the two pipes
