Default Car Insurance: Agreed Valuation

Hi All,
I've a quote from ClassicLine Insurance that is based on market value, but I can get an agreed value based policy that they charge an additional fee of £25 for.

They will waive the £25 fee however if the Rover car club I'm a member of (such as the club here) will provide its own valuation certificate for the car in question.

Does the club issue such valuation certificates..?

Is that for use as a daily driver, or as a second car?

Second car for mostly weekend days out to shows and the like. I did limit the mileage to 3000 per annum.
