What are you on about?
The mpg depends on load - ie rpm and throttle position so there is no way to equate gear ratio with mpg.
Mpg is also affected by the vehicle mass so a tourer will use more than a saloon under all conditions.
Then there are traffic conditions: the 75 is a heavy vehicle so the number of stop / starts will strongly affect the mpg.
27mpg for an auto tourer in very slow stop start traffic is quite possible, especially on short journeys when the engine hardly reaches operating temperature before the end of the journey.
There are numerous other factors, from tracking, tyre pressure, binding brakes, overdue oil changes, clogged pcv or egr valve, etc that all feature in the overall mpg.

In other words there is rarely one cause nor one cure.
