The fairest systems would have a number of elements to VED.
1. Tax on purchase based on price - already in operation. 2. Fixed tax on ownership, which increases non-linearly with number of vehicles in household. 3, Tax on miles traveled which varies by location of travel e.g. higher rate per mile in cities.
