Surely even if the cheapest oil and filter was used it would have prevented that damage. If basic maintenance has not been done, it make you wonder what other problems it may have.

I had a filter do exactly this on a Cavalier. I had changed the filter about 12 months prior, and had got a new filter & oil in the car ready to do an oil change, however it was a rainy day so decided not to bother (after all a few days is niether here nor there). But I reversed in to a parking space and noticed the tell-tale "rainbow patches" in front of the car, suggesting an oil/petrol leak where I had just been. On close inspection I noticed a minor leak form the filter - just like the one at the beginning of the thread, so did an oil and filter change darn quick. Lucky really as I was only popping in to a shop before going away for the weekend.

Currently working on a K-series lump that an old friend brought in which had seized due to lack of engine oil in the sump. The reason for the lack of oil was the filter housing corrosion. I recovered about a saucer full of oil from the sump. The top end, pistons, liners and cams are still wet with oil and are still in good shape for re-use.

Note the hole in the filter housing. The main bearing shells have turned through 90deg and gouged a groove in the block, nearly rendering it scrap. Have dressed it up and is looking good now.

Going to be fitting a new crank, mains, big end shells, and oil pump.

A long time ago I had a brand new Vauxhall straight 6. Took it into a main dealer for its first service under the Warranty. When I collected it I checked the oil level and it was just exactly as I had left it.
Went back in, said you have not done anything and asked if they could put it on the ramp for me, when I pointed out the fact that the black paint was still on the sump nut, I said, if you can move that nut and still leave the paint like that I will believe you!

Manager accepted nothing had been done!!

Perhaps they used a Pela pump via the dipstick to extract the oil

This is one of the reasons I do my own servicing, I've seen this before and had it happen to me in the dim and distant past.
My brother in law used to work at a BMW main agents and he said it happens all the time, charging for work not carried out - Scandalous!
