Default Fitting OEM Saloon Roof Bars

Hi all,

Aquired a set of original Rover roof bars, can't for the life of me work out how they are meant to mount onto the roof. Taking off roof bungs reveals a thread on the drivers' side but on the passenger side it appears to have some sort of aluminium 'thing' with no thread.

What's going on here

That shouldn't be there, all holes under the covers should be threaded the same

you can see one side is fine..

and the other has the weirdness

I wondered whether you just had to unscrew the blank but it doesn't wanna budge. You can see it's pretty soft metal from the pic where I've had a go at it. Just wondered if I was missing something obvious
