Oi ya cheeky beggar! im using Saga!!
I was going to use these guys till I went with Saga for my car insurance and got the euro breakdown cover as part of the deal. https://eurorescue.co.uk/BreakdownServices.aspx

About Arnhem, yes there is a circle in the innercity where it is not allowed to go with a dieselcar before 2005. This is controlled by camera's.
These camera's can only recognize dutch licenseplates. There is no way that they can see by foreigner cars how old they are. But if you will take no risk, stay out of the innercircle, recognize by a sign, saying "milieuzone". There is plenty place around it for parking your car. For petrol cars it is allowed to go in.
