Default Rover 75 Diesel, Chaffing Problem.

Whilst recently doing the usual 'under-bonnet' checks I noticed that a small plastic pipe was rubbing on an elbow of another pipe. On investigation I found the damage seen in the last photo. I managed to cut off the damaged part and re-joint the plastic pipe to the rubber pipe. QUESTION: What does this pipe actually do? I tried to trace it but it disapears down the bulkhead. The only thing I have noticed is that the fuel consumption has gone UP, but this may be my imagination. I suggest that other diesel owners check this area for similar problems.
