LEGAL? Absolute rubbish.

Method 1 involves only supplying 'partial information' therefore witholding some of the information - this is fraud or obtaining an advantage by deception.

Method 2 involves lying by saying that your licence is lost/misplaced/stolen - again blatant fraud if that is not the case.

I don't know the ins and outs of this particular cats fundament, but it may just be an elaborate phishing exercise. Certainly handing all or any personal information to an unknown agency is asking for trouble IMHO

It is mainly a Phishing Project as GG says.
Links are just short cuts to official Sites.
You would look good with original Country of Origin Africa speaking perfect English and of European extraction.
They don't have any Https Padlock on Payment details, and it was listed in Computer weekly.
By the Way it leaves a Tracking Cookie on your PC clean it!!
Registered address in Spain.
Also don't post anything to their address just use EMail to send all details and scans.

Most of the European immigrants coming here Don't even bother with Driving licences and don't back home either!

Not just Europeans. Where I used to live in London all the other flats in the house I lived in were let out to illegal Brazilian immigrants. No UK driving licences. No tax, no insurance, no MOT, no income tax, no national insurance. Within months, of arrival 1 couple were given a council flat, all were registered with doctors, and had applied for help with rent from the council.
They had to pay council tax as it was incorporated in the rental charges.

All were under 25 and part of an organisation that brought them here legally and then advised them how to stay illegally. None were ever going back to Brazil.
