Default Chrome bullet casing

Is there a special cleaner I can use as one on the passenger side looks dull and the other one really shinny. Can you just replace the outer chrome casing ?

Yes, you can simply replace the outer casing, however finding a good one is not always easy.

Not sure of the chrome cleaners to try......
