The facelift uses H7 bulbs in the dips (projectors) and H9 for main beams. The H1 fitting is only used for the main beams in Mk1 models. The fitting (H1, H7, H9) has no relationship to to power/light output.

I've got projectors, and that's what I'm going to do. I replaced the headlamps with units from a 2005 Connoisseur, and discovered the bulbs are different, H9s instead of H7s, so decided to change all of them.
If the 2005 lamp has different bulbs from your 2004 facelift, then your 2004 facelift has had the wrong bulbs in the main beams. Maybe that's why they don't perform right?

Here are all the fittings:
Mk1 non-projector models use H7 55watt bulbs in the dips and H1 55watt in the mains.
Mk2 non-HID models use H7 55watt bulbs in the dips and H9 65watt in the mains.
Mk1 with non-HID projectors use H9 65watt bubs in the mains.
Mk1 and Mk2 models with HID projectors use H9 65watt bulbs in the mains.
