Have a look at T-Cut's posts on this subject Andy. If I remember correctly he strongly advises against separating the two halves of the filter because they are so difficult to reassemble reliably. It's therefore possible that it's not quite as tight as it should be and if so, this will affect fuel pressure. You could try to measure this at the Schrader valve. MG Rover's figures are 4.45 bar/64.5 psi for the turbo.

Where can I find a guage to test fuel pressure, I can't see any on eBay that will go onto the Schrader valve, most seem to be vacuum related

Low fuel pressure would affect the car higher up the rev range, where more fuel is required

Now if you are changing the later fuel filter, I'd like to see how that's done without separating the top from the bottom

It's said on the forum that a dial tyre pressure gauge with a suitable range will suffice. Take great care to absorb any fuel spillage during the measurement.

Will the fuel not ruin the guage with it being made for air use.

I do have two tyre guages for the air compressor so will sacrifice one just to rule out fuel supply issues.

Use the old extending style mechanical type or a Bordon tube version (mechanical, needle & dial). There's little to ruin in them.
Do not use any form of electronic/digital gauge (fire hazard).

What's the minimum fuel pressure I should be getting.

Put the guage on it this morning and only got 3 bar pressure. Twiches up slightly when revved to 3.2bar but otherwise it stays bang on 3 bar.

MGR gives just one figure Andy, 4.45 bar. It's my understanding that it should not vary. It looks as though you've found a problem.

Has the fuel pump ever been changed on this car?

Yea I think it has had a fuel pump change, I've just had it out before all pipes and connections that i can see look ok.

Just pulled the fuel filter out again all seals definitely in place, the regulator has 4.5 on it so it's correct but that might be at fault.

If I release the pressure from the system the turn the key to prime it, I only get 3 bar pressure, if I unplug the vacuum line off the damper on the fuel rail the pressure goes up to 3.5bar steady.

MGR's data for the fuel pump for the 1.8 naturally aspirated engine is 3 bar pressure. Is it possible that the wrong pump has been fitted? Can a 1.8 expert advise on this?
