Rover 75 Tourer 1.8T

Default Fan operation

I have a rover 75 53 plate 1.8T tourer, the fan has no resister fitted but I do find when the air con is selected the fan is constantly on full speed. Would replacing the brushes fix this or should I look at the relay (not sure where this is located) ? I am also worried about the taking the fan motor apart and finding the stator worn out, what is the likely hood of this if the car has done 55k miles?
