Default Heres a thing!

I've been reading about a centre right "Think tank" who want (among other things) to make it a requirement for local authorities with a charging CAZ to introduce a citizen-based reporting system under which people reporting an idling vehicle would get a share of the fine

A lorry driver was asking if he was parked overnight in a CAZ could someone dob him in for running a diesel fuel burning heater

Don’t say that! They will bring in an emission test for fuel burners?!?

It's a twisted labyrinth of confliction within Departments, especially when governments change as rapidly as they have been. When a new Minister takes responsibility, he/she thinks they are in charge but they aren't, the emphasis is always 'what can we change for the better that's new and headline catching'. Everyone wants to impress the new Minister so come up with hairbrained plots and leak them to gauge reaction. If the reaction is not violent, or doesn't fall foul of the latest hate agenda, it's trialled somewhere far away. Result: ridicule.
