Default Rear light mystery

I am having trouble with the rear light on my 75 tourer, I thought the bulb had blown so I changed it but it still didn't work. Then I noticed that when I removed the stop light the rear light came on.
Any help would be appreciated

It's a safety feature built in, when a rear bulb fails, the brake light takes its place at 50% brightness so you always have rear lights.
