Hi Phil.
To get the rivets to grip stop spinning use a small long thin punch and punch North South East & West round the lip of the rivet, this will bite into the bodywork behind and should hold it tight for you to remove the screw and also to re-fix, when re-fixing if you still use the rivets use number plate plastic bolts they will never get stuck again
