They look like burn marks actually on the circuit board, plus the joints of solder are all over the place, the leds are not very straight either. Have you any idea who did it?

Hi.
With all due respect, unless you have decent lighting, proper soldering station and solder "suckers" a steady hand and years of practice you are likely to make a cod of it.
Also remember that mixing lead and lead free solders can give all sorts of poor joints. Jobs like these should be left to those with experience that have been doing it for years.
I can do jobs like this too but major more on vintage Radio,

Indeed, very poor job.
I used to work for Sony UK and repaired CMH333 and CMR111 analog phones the use of decent equipment and microscopes made soldering these SMD components a doddle.

Well I'm certainly no expert on anything electrical, so can someone in the know, know if this could be dangerous at all? Any risk of shorting or electrical fire? Probably isn't, but if there is, it's a pretty hard place to put a fire out.

Hi.
No its not dangerous, it can though be frustrating if the leds fail due to overheating while being soldered or the print is ruined. Excess heat can cause carbonisation of the board which can in certain conditions can be conductive, this may cause bus problems or incorrect leds to glow dimly.
Job like this should not be rushed. If I had to do it all lands would be properly cleaned, retinned with tin/lead solder and the leds soldered with liquid non corrosive flux, that's the basic method.

Ok thanks mate, I would be pretty peeved if they started to fail.
