I have made the same offer to members in the East Anglia region and after much umming and arring it boils down to 5 requirements.

I have 2 million pounds worth of public liability insurance included on my existing buildings insurance.
I need to train and explain the use of any non hand tools that people may borrow.
I do not carry out any actual work on peoples cars (only explain or give facilities).
I do not charge for the use.
Tools, equipment and buildings are in safe and serviceable condition.

I have opened myself to 2 Saturdays a month, tea and bad jokes are free, you bring the bickies.
