Possibly but the thing is the position he is in.
None of us will know the true facts and I bet there "is" more to it than what we have been told. At the end of the day us plebs would land up with a fine or whatever is meeted out on us but this guy will be let off which is wrong. In his position it is serious as he has to be shown he actually knows about transport the rules and what you do or don't do.

He was stopped in a spot check .

Charged and that goes to the Procurator Fiscal who decides how to proceed.

He intends pleading guilty .
