Blocked oil cooler. Before spending any money on it, bypass the oil cooler with a length of household copper pipe and a couple of jubilee clips.

You could also have a blocked heater matrix. You say the water is ‘dirty’. Hope the owner did not put k-seal in the water.Have you smelled the header tank with the engine warm not hot, with the cap off? Does it smell of petrol type odour?

Heater in my V6 was stone cold too. Heater matrix had a bit of stuff clogging it but not enough to stop it working. Turned out to be completely clogged up oil cooler (see pic) Replaced it and heater works great now

Fitted gold resistor today low speed is now working will drain and flush cooling system tomorrow. What I've also noticed is that when I let it warm up to 90 C I slowly undid the coolant cap but there was no pressure there

Well done with the resistor replacement Pete.

In case you don't have it, here is the official MG Rover procedure for draining, refilling and bleeding the KV6 cooling system:

I drained the cooling system today all the coolant was full of k seal I think I then flushed the radiator which had a clear flow through it and washed the expansion tank out I then filled the system with water and Holt's speedflush then tried to bleed the system by raising the expansion tank and filling whilst the bleed screw was undone and there was nothing, started it up revved the engine to 2000 rpm for 5 minutes and then there was bubbles and a jet of coolant from the bleed hole but the heater is still cold and the temperature rose to 108C so I switched engine off. Also as we had the cap off when it was 90c if I revved the engine they would be big air bubbles and it would start to overflow.
