Heated Seats - pre install testing?

The driver's heated seat on my '04 Connie has never worked, but the passenger one did until late last year.

When the passenger one is switched on, it heats up, but then the fuse blows, leading me to think that this could be a thermostat issue.

I do have some replacement elements, but wondered if there was any way to test their operation before going to all the trouble of getting the seats out, stripping them down and reassembling, only to find that nothing's changed.

Any ideas?

supply 12v to them?
test meter testing for continuity and resistance. no idea what the resistance should be.
