I had the same issue when I bought a non starting diesel, Brian gave the same diagnosis and was soon repaired using a length of orange wire, ever since then this issue is known as the 'orange wire fix'

Is the break more likely to be at the fuse holder, the ECU connector, or something in-between ?

It may be as simple as corrosion in the connectors of the underbonnet fuse box.
If you undo and lift the fuse box then unlatch and replace them all a couple of times it might do the trick. I've had quite a few non starters over the years with this problem, the most recent last week While you're in there you could also check continuity between there and the ECU and inspect the wiring for any damage Russ

Have you checked fuses? After my cdti failed to start and was diagnosed with hp pump failure, it was all changed but still didn't start. Found tye engine management fuse had dissappeared. Yours maybe blown or missing?
It's a long shot but my ztt cdti was parked up on drive and then came to it after few hours and would tick but refused to start
