Simple solution for foreign registered vehicles.
They all need to buy a tax disc type certificate for a nominal sum £10 car, £25 lorry etc and display it in the windscreen. This can be easily purchased on the ferry, euro-tunnel, post office, online etc. As I've just had to do for my air quality certificate for going into Paris
If a vehicle is stopped by our local plod or vosa and it's not present in the window then they have the power to issue an on the spot cash fine, and escort the driver to a bank to provide the cash if no credit card etc. The fine should be in the region of £150.
This is what happens in Europe, so it should here too, especially after we leave the EU.

Driving out of Dover last year a Bulgarian registered truck passed us doing 75+ then cut us up then slammed all on to make a turn in to a lorry park..

What's the difference between this and a STOP sign?

Try the Philippines! I've driven out in the more rural areas but no way in hell I would even consider it in the larger towns or cities, its mental.

I have always thought that give way was more effective than a halt sign (Although halt signs are now nearly extinct here, I believe they have all been replaced with give way) . Sadly I don't think drivers, because of familiarity, realise the meaning of a give way sign.

I can't honestly say I've seen people ignoring STOP signs and just pulling out. And, if as you say, there are lots out there I'm not sure they'd notice any sort of sign. Just my thoughts.

The trouble is--GIVE WAY---seems to offer an option whereas STOP means just that--STOP.-------------

Thats what I mean, whilst there is an option, there is a meaning behind the sign. Give Way 'to oncoming traffic', 'Stop for oncoming traffic' 'oncoming traffic has right of way', it is that that seems to have been lost in the teaching of new drivers.

Having driven in the US and stopped at every stop sign, on empty streets, for fear of a patrol car nearby, I prefer the Give Way for that reason. Although I did love the 'right on red' rule, it was mentioned above, although we would have left on red of course. I couldnt get my head around the US having a right on red, yet you must stop on an empty street at a stop sign (I guess fuel is cheap and global warming is not the US's problem - stopping in a nearly empty parking lot, 5 times on my way to an exit, I had to stop then start off each time. That is a minimal waste of fuel of course, but multiply it by million unnecessary times a day, probably worse with older stop start technology)
