Default Warning triangle question

After a long discussion today with others at east Kirkby none of us know the answer to this one..

What is the purpose of the blade and O ring that fits neatly into the warning triangle???

wild guess. Is it anything to do with the 3 parts of the triangle where they fit together to give some resistance to the 3 sides moving?

Another member suggested that, but as the warning triangle is in the boot it seems pretty pointless?

The o-ring is an emergency do-it-all repair ring. Stretchy right to cover most faults - an intercooler seal, life ring for saving someone at distress at sea, rear light seal, coolant cap seal, auxiliary belt.

Modern EU regs say the warning triangle should be in the car, so maybe the seat belt cutter is correct. Or is it an emergency cigar cutter for the humidor option?
